Nuts
Iron or steel nuts (hexagon, structural, high-strength grades)
HSN 7318 16 00 (iron or steel nuts) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1363 and associated Indian Standards is mandatory under the ISI Mark Scheme with effect from 07 July 2022, pursuant to the Bolts, Nuts and Fasteners (Quality Control) Order, 2024 notified vide S.O. 2771(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify the precise nut specification being imported — product grade C (IS 1363 Part 3), grades A/B, or high-strength structural (IS 6623:2004) — and verify the supplier's BIS CM/L licence covers that specific standard, grade, and size range on the BIS online register before placing the purchase order.Bolts, Nuts and Fasteners (Quality Control) Order, 2024 · S.O. 2771(E) dated 12-07-2024 · IS 1363 (Part 3):2018 · IS 6623:2004
- 2Ensure each nut bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or batch label traceable to the licensed manufacturing facility, not on outer packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Bolts, Nuts and Fasteners (Quality Control) Order, 2024
- 3Register the consignment on the Steel Import Monitoring System portal, paying ₹500, no earlier than 60 days before the expected date of arrival. The automatic registration number is valid for 75 days and must remain within validity on the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · Policy condition 2 of Chapter 73
- 4Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register and SIMS registration against the DGFT portal; either being absent, expired, or scope-mismatched triggers consignment detention.Bolts, Nuts and Fasteners (Quality Control) Order, 2024 · BIS Act, 2016 · Customs Act, 1962 · ITC HS policy condition 2 of Chapter 73
- 5If the consignment is a re-import of steel nuts for packaging purposes only, or an SEZ-to-DTA movement without value addition, document the SIMS exemption basis. The BIS QCO obligation under the applicable IS standard is not waived by either SIMS carve-out.DGFT Policy Circular 38/2015-20 dated 19-01-2022 · DGFT Notification 19/2015-20 dated 07-07-2022
The single most common failure on this tariff line is treating a CM/L licence as blanket coverage for all nuts in a shipment when the licence is in fact scope-specific by standard, product grade, and size range. IS 1363 (Part 3) covers grade-C hexagon nuts in M5–M64; IS 6623:2004 governs high-strength structural nuts for property classes 8 and 10 — a supplier licensed under one standard does not cover the other, and customs detention follows the first scope-mismatch identified at port.
