HSN 7318 14 00 (self-tapping screws of iron or steel) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the applicable Indian Standards — principally IS 18480, IS 18471, IS 7483, IS 7485, IS 7486, and related fastener standards — is mandatory under the ISI Mark Scheme with effect from 27 August 2025 under the Cross Recessed Screws Quality Control Order, 2025. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade, and a price-floor import policy condition, apply as separate customs-clearance overlays.

- 2Confirm the applicable enforcement date for the supplier's enterprise category: general enterprises from 01-11-2025, small enterprises from 01-02-2026, and micro enterprises from 01-05-2026. - 3Ensure every self-tapping screw in the consignment bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. - 4Register the consignment on the Steel Import Monitoring System portal, paying the ₹500 registration fee, no earlier than 60 days before the expected date of arrival. The automatic SIMS registration number is valid for 75 days; it must remain within validity on the date of arrival. - 5Confirm the CIF value of the consignment meets or exceeds ₹129 per kg before filing the bill of entry. Import of self-tapping screws under HSN 7318 14 00 is prohibited unless the CIF value is ₹129 per kg or above, subject to policy conditions 2 and 3 of Chapter 73. The single most common error on this tariff line is sourcing from a CM/L-licensed supplier whose licence covers the fastener heading broadly but does not extend to the specific IS standard governing the imported screw variant — for example, a licence issued against IS 18480 (Part 1) for pan-head tapping screws does not cover IS 18480 (Part 3) raised countersunk oval-head screws, let alone IS 18471 drilling screws or IS 18509 wood screws. Customs verification is model-specific; a scope mismatch between the shipped product and the licensed standard triggers consignment detention even where the CM/L itself is current and the SIMS registration is valid. Map every screw variant in the purchase order to its governing IS part before confirming the supplier.
