Conformity to the applicable Indian Standards is mandatory under the ISI Mark Scheme per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018, with effect from 27 August 2025 for general importers. Compliance steps
  1. 1
Identify which Indian Standard governs the specific wood-screw type being imported — IS 18509:2023 for cross-recessed countersunk head wood screws, IS 15833:2009 for stainless steel variants, or IS 12427:2001 for coach screws — then verify the foreign manufacturer's BIS CM/L licence on the BIS portal before placing the purchase order.

  2. 2
Confirm the implementation date applicable to the supplier's enterprise classification: general and large enterprises from 01-11-2025, small enterprises from 01-02-2026, micro enterprises from 01-05-2026. Do not ship before the effective date applicable to your enterprise category.

  3. 3
Ensure every wood screw in the consignment bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its smallest retail packaging, not solely on outer cartons.

  4. 4
Register the consignment on the Steel Import Monitoring System portal no earlier than 60 days before the expected arrival date, pay the ₹500 registration fee, and ensure the automatic registration number remains valid (75 days) on the date of arrival. The minimum 15-day advance registration requirement has been abolished.

  5. 5
Verify the CIF value threshold: import of wood screws under HSN 7318 12 00 is prohibited unless the CIF value is ₹129 per kg or above. Quote both the BIS CM/L number and the SIMS registration number on the bill of entry; absent or expired credentials trigger consignment detention.

A word of counsel

The single most common error on this tariff line is presenting a CM/L licence that covers only one product family — for example, hexagon head bolts under IS 1363 — when the consignment contains cross-recessed wood screws governed by IS 18509:2023 or IS 18480 under the separate Cross Recessed Screws QCO 2025. Each Indian Standard within the two QCOs has its own product scope; a licence against IS 1363 does not extend to wood-screw product families governed by IS 18509 or IS 18480, and customs will detain the consignment on a scope mismatch regardless of whether the overarching CM/L appears valid on the portal.

Frequently asked
Does HSN 7318 12 00 require BIS certification?
Yes. Wood screws under this tariff line require an ISI Mark Scheme CM/L licence under the Bolts, Nuts and Fasteners Accessories (Quality Control) Order, 2024 and the Cross Recessed Screws (Quality Control) Order, 2025, operative from 27 August 2025.
Is SIMS registration required separately from BIS QCO compliance?
Yes. Steel Import Monitoring System registration is administered by the Directorate General of Foreign Trade and is independent of the BIS QCO obligation; fee ₹500, validity 75 days, apply no earlier than 60 days before arrival.
Do the staggered implementation dates apply to the importer or the manufacturer?
The staggered dates — general enterprises from 01-11-2025, small enterprises from 01-02-2026, micro enterprises from 01-05-2026 — apply to the enterprise importing or manufacturing the goods; the enterprise classification of the manufacturer governs the applicable effective date.
Does a single CM/L licence cover all wood-screw head types and drive recesses?
No. The CM/L is scope-specific by product family and applicable Indian Standard; a licence against IS 18509 for cross-recessed countersunk head wood screws does not cover slotted or other head-drive combinations governed by different standards within the QCOs.
