Other wood screws
Iron or steel wood screws of all head and drive types
HSN 7318 12 00 (other wood screws of iron or steel) is covered by two Bureau of Indian Standards Quality Control Orders: the Bolts, Nuts and Fasteners Accessories (Quality Control) Order, 2024 and the Cross Recessed Screws (Quality Control) Order, 2025. Conformity to the applicable Indian Standards is mandatory under the ISI Mark Scheme per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018, with effect from 27 August 2025 for general importers. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Identify which Indian Standard governs the specific wood-screw type being imported — IS 18509:2023 for cross-recessed countersunk head wood screws, IS 15833:2009 for stainless steel variants, or IS 12427:2001 for coach screws — then verify the foreign manufacturer's BIS CM/L licence on the BIS portal before placing the purchase order.Cross Recessed Screws (Quality Control) Order, 2025 · S.O. 3927(E) dated 27-08-2025; Bolts, Nuts and Fasteners Accessories (Quality Control) Order, 2024 · S.O. 2771(E) dated 12-07-2024
- 2Confirm the implementation date applicable to the supplier's enterprise classification: general and large enterprises from 01-11-2025, small enterprises from 01-02-2026, micro enterprises from 01-05-2026. Do not ship before the effective date applicable to your enterprise category.Cross Recessed Screws (Quality Control) Order, 2025 · S.O. 3927(E) dated 27-08-2025
- 3Ensure every wood screw in the consignment bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its smallest retail packaging, not solely on outer cartons.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 3927(E) dated 27-08-2025
- 4Register the consignment on the Steel Import Monitoring System portal no earlier than 60 days before the expected arrival date, pay the ₹500 registration fee, and ensure the automatic registration number remains valid (75 days) on the date of arrival. The minimum 15-day advance registration requirement has been abolished.DGFT Notification 33/2015-20 dated 28-09-2020; DGFT Notification 28/2023 dated 28-08-2023; DGFT Notification 19/2015-20 dated 07-07-2022
- 5Verify the CIF value threshold: import of wood screws under HSN 7318 12 00 is prohibited unless the CIF value is ₹129 per kg or above. Quote both the BIS CM/L number and the SIMS registration number on the bill of entry; absent or expired credentials trigger consignment detention.S.O. 55(E) dated 03-01-2024; DGFT Notification 55/2023 dated 03-01-2024; ITC (HS) policy conditions 2 and 3 of Chapter 73
The single most common error on this tariff line is presenting a CM/L licence that covers only one product family — for example, hexagon head bolts under IS 1363 — when the consignment contains cross-recessed wood screws governed by IS 18509:2023 or IS 18480 under the separate Cross Recessed Screws QCO 2025. Each Indian Standard within the two QCOs has its own product scope; a licence against IS 1363 does not extend to wood-screw product families governed by IS 18509 or IS 18480, and customs will detain the consignment on a scope mismatch regardless of whether the overarching CM/L appears valid on the portal.
