    Register the consignment on the Steel Import Monitoring System portal before the expected date of arrival — the minimum 15-day advance-registration requirement has been abolished, but advance registration remains mandatory. Fee ₹500, SIMS registration valid for 75 days. Quote the SIMS registration number and the BIS CM/L number on the bill of entry.

The single most consequential oversight on this tariff line is treating the two QCOs as one obligation with one IS number. The Bolts, Nuts and Fasteners QCO 2024 and the Cross Recessed Screws QCO 2025 carry distinct IS standards, distinct scope boundaries, and distinct enforcement dates; a CM/L licence covering IS 1363 does not cover IS 18480 or IS 18507 cross-recessed types. Importers who verify only the primary IS against the BIS register — and miss a mismatched or absent licence for the specific screw sub-type in the consignment — face detention and re-export at port even where the SIMS registration and CIF-value floor are fully satisfied.
