HSN 7318 11 10 (machine screws of iron or steel) is covered by two Bureau of Indian Standards Quality Control Orders: the Bolts, Nuts and Fasteners QCO 2024 (S.O. 2771(E)) and the Cross Recessed Screws QCO 2025 (S.O. 3927(E)). Conformity to the applicable Indian Standards — spanning IS 1363, IS 1364, IS 12427, IS 18471, IS 18480, IS 18507, IS 18508, IS 18509, and related standards — is mandatory under the ISI Mark Scheme, with the Cross Recessed Screws QCO effective from 27 August 2025. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade and a CIF-value-floor import-policy condition apply as separate customs-clearance overlays.

- 1Identify which Indian Standard governs the specific screw type being imported — IS 1363 (product grade C hexagon head, M5–M64), IS 1364 (product grades A and B, M1.6–M64), IS 18480 (cross-recessed tapping screws), IS 18507 (drywall screws), IS 18508 (chipboard screws), IS 18509 (countersunk head wood screws), or other applicable standards under the two QCOs. - 3Ensure every screw in the consignment bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. - 5Register the consignment on the Steel Import Monitoring System portal before the expected date of arrival — the minimum 15-day advance-registration requirement has been abolished, but advance registration remains mandatory. Fee ₹500, SIMS registration valid for 75 days. The single most consequential oversight on this tariff line is treating the two QCOs as one obligation with one IS number. The Bolts, Nuts and Fasteners QCO 2024 and the Cross Recessed Screws QCO 2025 carry distinct IS standards, distinct scope boundaries, and distinct enforcement dates; a CM/L licence covering IS 1363 does not cover IS 18480 or IS 18507 cross-recessed types. Importers who verify only the primary IS against the BIS register — and miss a mismatched or absent licence for the specific screw sub-type in the consignment — face detention and re-export at port even where the SIMS registration and CIF-value floor are fully satisfied.
