HSN 7317 00 29 (Other iron or steel nails, tacks, staples and similar articles) requires compulsory advance registration under the Steel Import Monitoring System (SIMS) as mandated by policy condition no. 2 of Chapter 73 and DGFT Notification 33/2015-20 dated 28-09-2020. The Directorate General of Foreign Trade (DGFT) administers the SIMS portal; importers must obtain an automatic registration number before consignment arrival, paying a registration fee of ₹500.

The most common error on this tariff line is assuming that SIMS registration is not required when the goods are re-imported from a Special Economic Zone or re-imported for packaging purposes. DGFT Policy Circular 38/2015-20 dated 19-01-2022 is explicit: re-imports of steel for packaging and DTA-to-SEZ-to-DTA movements (with or without value addition) are exempt from SIMS registration, but any other import of iron or steel articles under Chapter 73 requires prior registration — and a consignment arriving without a valid registration number faces detention at the port of entry.
