A word of counsel

The most common error on this tariff line is assuming that SIMS registration is not required when the goods are re-imported from a Special Economic Zone or re-imported for packaging purposes. DGFT Policy Circular 38/2015-20 dated 19-01-2022 is explicit: re-imports of steel for packaging and DTA-to-SEZ-to-DTA movements (with or without value addition) are exempt from SIMS registration, but any other import of iron or steel articles under Chapter 73 requires prior registration — and a consignment arriving without a valid registration number faces detention at the port of entry.

Frequently asked
Does HSN 7317 00 29 require BIS certification?
No. No BIS Quality Control Order covers this residual category of iron or steel nails, tacks, and staples. Import is instead subject to compulsory Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade under policy condition no. 2 of Chapter 73.
How long is the SIMS registration number valid, and how early can it be obtained?
The automatic SIMS registration number is valid for 75 days from the date of grant, and an application may be filed no earlier than 60 days before the expected date of arrival of the import consignment, per DGFT Notification 28/2023-24 dated 28-08-2023.
Are re-imports of these steel articles from an SEZ or for packaging purposes exempt from SIMS?
Yes. Re-import of steel items exported from the Domestic Tariff Area to an SEZ and re-imported into the DTA (with or without value addition), and re-import solely for packaging purposes, are both exempt from SIMS registration per DGFT Policy Circular 38/2015-20 dated 19-01-2022.
