The carve-out most frequently misapplied on this tariff line is the SEZ-to-DTA re-import exemption. SIMS registration is not required when steel is re-imported from an SEZ into the Domestic Tariff Area — whether with or without value addition — or when steel is re-imported solely for packaging purposes; however, any standard commercial import of dog spikes from an overseas supplier falls squarely within the SIMS obligation. Treating a re-import carve-out as a general SIMS exemption risks a detained consignment and compulsory retrospective registration.
