HSN 7317 00 13 (Wire nails) requires compulsory advance registration under the Steel Import Monitoring System (SIMS) pursuant to Policy Condition No. 2 of Chapter 73 and DGFT Notification 33/2015-20 dated 28-09-2020. The importer must obtain an automatic SIMS registration number before the consignment arrives, with a registration fee of ₹500 and a validity window of 75 days.
- SIMS registration number from DGFT
- Import declaration to CBIC
- Registration fee receipt from DGFT
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Apply for SIMS registration through the online portal not earlier than the 60th day before the expected date of arrival of the import consignment. Pay the registration fee of ₹500 to obtain the automatic registration number, which remains valid for 75 days from the date of grant.DGFT Notification 28/2023 dated 28-08-2023 · Policy Condition No. 2 of Chapter 73 · DGFT Notification 33/2015-20 dated 28-09-2020
- 2Quote the SIMS automatic registration number on the bill of entry at the time of filing. Ensure the registration is current — a number whose 75-day validity has lapsed renders the bill of entry non-compliant and exposes the consignment to detention.DGFT Notification 33/2015-20 dated 28-09-2020 · Policy Condition No. 2 of Chapter 73
The most common error on this tariff line is conflating SIMS registration with an import licence or confusing the abolished 15-day minimum advance requirement with the current regime. The minimum 15-day advance registration window was abolished by DGFT Notification 19/2015-20 dated 07-07-2022; registration may now be applied for at any point within the 60-day pre-arrival window. Re-imports of steel used solely for packaging purposes, and DTA-SEZ-DTA movements whether with or without value addition, are exempt from SIMS registration under DGFT Policy Circular 38/2015-20 dated 19-01-2022.
