Iron or steel nails for fixing heel strips and toe plates
HSN 7317 00 12 (nails for fixing heel strips and toe plates) is subject to compulsory advance registration under the Steel Import Monitoring System (SIMS) as a customs overlay administered by the Directorate General of Foreign Trade (DGFT) under policy condition no. 2 of Chapter 73 and DGFT Notification 33/2015-20. Importers must obtain an automatic SIMS registration number before the consignment arrives and comply with the ITC (HS) policy conditions governing iron and steel articles.

Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Apply for SIMS registration through the DGFT online portal no earlier than 60 days before the expected date of arrival of the import consignment. Pay the registration fee of ₹500; the automatic registration number issued is valid for 75 days from the date of grant.DGFT Notification 28/2023-24 dated 28-08-2023 · DGFT Notification 33/2015-20 dated 28-09-2020 · Policy condition no. 2 of Chapter 73
- 2Quote the SIMS automatic registration number on the bill of entry at the time of customs filing. Re-imports of steel articles solely for packaging purposes and DTA-SEZ-DTA movements (with or without value addition) are exempt from the SIMS registration requirement.DGFT Policy Circular 38/2015-20 dated 19-01-2022 · DGFT Notification 19/2015-20 dated 07-07-2022
The most frequent error on this tariff line is misreading the 75-day validity window: the SIMS registration number expires 75 days from grant, not from shipment date, so a consignment delayed in transit may arrive after registration expiry and face detention at port. Apply for SIMS registration as close to the confirmed vessel-departure date as practicable, and revalidate if the expected arrival date slips beyond the validity window.
