HSN 7317 00 11 (For animal shoes) is subject to compulsory registration under the Steel Import Monitoring System (SIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 33/2015-20 dated 28-09-2020 and policy condition no. 2 of Chapter 73. The most common error on this tariff line is applying for SIMS registration too close to vessel arrival. Although the earlier mandatory 15-day advance-registration requirement has been abolished by DGFT Notification 19/2015-20, the registration number is valid for only 75 days from grant — and the 60-day application window before expected arrival remains operative. A SIMS number that has expired by the date of filing the bill of entry renders the import non-compliant under policy condition no. 2 of Chapter 73, triggering detention pending re-registration.
