Parts of iron or steel anchors and grapnels
HSN 7316 00 90 (Parts of anchors and grapnels of iron or steel) is subject to compulsory advance registration under the Steel Import Monitoring System (SIMS) as mandated by Policy Condition No. 2 of Chapter 73 and the Directorate General of Foreign Trade (DGFT) Notification 33/2015-20 dated 28-09-2020. An automatic SIMS registration number must be obtained online by paying a registration fee of ₹500 before the consignment arrives at the Indian port.
- SIMS registration number from DGFT
- Registration fee receipt from SIMS portal
- ITC (HS) policy compliance from DGFT
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register on the SIMS online portal and obtain an automatic SIMS registration number by paying the prescribed fee of ₹500. Apply no earlier than the 60th day before the expected date of arrival; the registration number remains valid for 75 days from the date of grant.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/23 dated 28-08-2023 · Policy Condition No. 2 of Chapter 73
- 2Note that the earlier requirement of advance registration at least 15 days before the expected date of arrival has been abolished; however, the registration number must be live and valid at the time of arrival and bill-of-entry filing. Present the SIMS registration number at customs for out-of-charge.DGFT Notification 19/2015-20 dated 07-07-2022
The most common error on this tariff line is assuming the SIMS registration window is generous. The automatic registration number is valid for only 75 days, and if the vessel is delayed beyond that window, the importer must obtain a fresh registration before customs will grant out-of-charge — incurring demurrage and ground rent while the new registration is processed. Confirm the expected arrival date with the carrier before filing the SIMS application to avoid registration expiry at berth.
