    Note that the earlier requirement of advance registration at least 15 days before the expected date of arrival has been abolished; however, the registration number must be live and valid at the time of arrival and bill-of-entry filing. Present the SIMS registration number at customs for out-of-charge.

A word of counsel

The most common error on this tariff line is assuming the SIMS registration window is generous. The automatic registration number is valid for only 75 days, and if the vessel is delayed beyond that window, the importer must obtain a fresh registration before customs will grant out-of-charge — incurring demurrage and ground rent while the new registration is processed. Confirm the expected arrival date with the carrier before filing the SIMS application to avoid registration expiry at berth.

Does HSN 7316 00 90 require BIS certification?
No. Parts of iron or steel anchors and grapnels are not covered by any BIS Quality Control Order. Import is governed by compulsory SIMS registration under DGFT Notification 33/2015-20 and Policy Condition No. 2 of Chapter 73 of the ITC (HS).
Are re-imports of steel anchor parts for packaging purposes covered by SIMS?

What happens if the SIMS registration number expires before the consignment arrives?
The registration number is valid for 75 days only; an expired number at the time of arrival means customs will not grant out-of-charge, and the importer must apply for a fresh registration, during which the consignment remains in port attracting demurrage and ground rent.
