HSN 7316 00 10 (Anchors and grapnels) requires compulsory advance registration under the Steel Import Monitoring System (SIMS) administered by the Directorate General of Foreign Trade (DGFT), per policy condition 2 of Chapter 73 and DGFT Notification 33/2015-20 dated 28-09-2020. The importer must obtain an automatic SIMS registration number by paying a fee of ₹500 before the consignment arrives, with the registration remaining valid for 75 days.

- 1Register in the online SIMS portal and pay the ₹500 registration fee to obtain an automatic SIMS registration number. Registration may be applied for no earlier than the 60th day before the expected date of arrival; the number is valid for 75 days from grant.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · Policy condition 2 of Chapter 73
- 2Note the applicable carve-outs before filing: re-import of iron or steel solely for packaging purposes is not covered by SIMS, and DTA-to-SEZ movements — whether or not value addition has occurred — do not require SIMS registration.DGFT Policy Circular 38/2015-20 dated 19-01-2022 · DGFT Notification 19/2015-20 dated 07-07-2022
The most common error on this tariff line is failing to initiate SIMS registration until the vessel is already en route, then discovering that the 75-day validity window has been miscalculated against the actual arrival date. SIMS registration cannot be applied for earlier than 60 days before expected arrival, so a registration obtained too far in advance will expire before out-of-charge is granted, requiring a fresh application and a second ₹500 fee — with the consignment accruing demurrage and ground rent in the interim.
