Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 2403:2014. Verify the supplier's CM/L number, licensed product scope (roller chains, bush chains, attachments, sprockets), and licensed manufacturing facility on the BIS online register before placing the purchase order.

  2. 2
Confirm the applicable enforcement date for the importing enterprise category: general enterprises from 01-10-2024, small enterprises from 01-01-2025, and micro enterprises from 01-04-2025 as defined under the Micro, Small and Medium Enterprises Development Act, 2006.

  3. 3
Ensure every chain, attachment, and sprocket bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, not on packaging alone.

  4. 4
Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. Fee ₹500, registration valid for 75 days from issue; the registration must remain within validity on the date of arrival.
    DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
  5. 5
Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register and the SIMS number against the DGFT portal; either absent, expired, or scope-mismatched triggers consignment detention.

A word of counsel

The most common compliance failure on this tariff line is assuming that the enterprise-category staggered dates grant a blanket deferral — they do not. An importer who classifies itself as a small or micro enterprise must hold documentary evidence of that MSME registration at the time of import; Customs has detained consignments where the enterprise-category claim was made without supporting Udyam registration. Furthermore, the CM/L must be scope-specific to the chain pitch and sprocket dimensions being imported; a licence held for one pitch range does not extend to adjacent sizes.

Frequently asked
Does HSN 7315 89 00 require BIS certification?
Yes. Precision roller and bush chains, attachments and associated sprockets of iron or steel require BIS CM/L licensing against IS 2403:2014 under the ISI Mark Scheme with effect from 03 June 2024, by virtue of the Precision Roller and Bush Chains, Attachments and Associated Chains Sprockets (Quality Control) Order, 2024.
Is SIMS registration required separately from BIS QCO compliance?
Yes. Steel Import Monitoring System registration is administered by the Directorate General of Foreign Trade and is independent of the BIS QCO obligation; fee ₹500, validity 75 days, apply no earlier than 60 days before expected arrival.
Do the staggered enforcement dates mean micro and small enterprises are currently exempt?
No — enforcement dates are enterprise-category-specific: 01-10-2024 for general enterprises, 01-01-2025 for small enterprises, and 01-04-2025 for micro enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006. After the applicable date, the BIS QCO obligation is fully in force for that category.
Does a single CM/L licence cover all chain pitches and sprocket sizes from the same manufacturer?
No. A CM/L licence is scope-specific by chain pitch, sprocket dimensions, and licensed manufacturing facility; product variants outside the licensed scope are not covered and customs detains the consignment on a scope mismatch.
