HSN 7315 89 00 (precision roller and bush chains, attachments and associated sprockets of iron or steel) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2403:2014 is mandatory under the ISI Mark Scheme by virtue of the Precision Roller and Bush Chains, Attachments and Associated Chains Sprockets (Quality Control) Order, 2024, with staggered enforcement dates by enterprise category from 01 October 2024. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most common compliance failure on this tariff line is assuming that the enterprise-category staggered dates grant a blanket deferral — they do not. An importer who classifies itself as a small or micro enterprise must hold documentary evidence of that MSME registration at the time of import; Customs has detained consignments where the enterprise-category claim was made without supporting Udyam registration. Furthermore, the CM/L must be scope-specific to the chain pitch and sprocket dimensions being imported; a licence held for one pitch range does not extend to adjacent sizes.
