Stud-link chain of iron or steel
HSN 7315 81 00 (Stud-link chain) is subject to compulsory advance registration under the Steel Import Monitoring System (SIMS) administered by the Directorate General of Foreign Trade (DGFT) under policy condition no. 2 of Chapter 73, as notified by DGFT Notification 33/2015-20 dated 28-09-2020. Importers must obtain an automatic SIMS registration number before the consignment arrives, with registration valid for 75 days from grant.

The most common error on this tariff line is allowing the 75-day SIMS validity window to lapse between registration and actual vessel arrival — particularly for shipments subject to transit delays. If the consignment arrives after the registration number expires, the importer must obtain a fresh registration before out-of-charge, triggering additional demurrage and ground rent. Note also that re-imports of stud-link chain for packaging purposes and DTA-SEZ-DTA movements without value addition are carved out of the SIMS requirement under DGFT Policy Circular 38/2015-20 dated 19-01-2022.
