The most common error on this tariff line is misapplying the SIMS carve-outs — specifically, treating a DTA-to-SEZ and SEZ-to-DTA re-import cycle as exempt without confirming the value-addition status. Per DGFT Policy Circular 38/2015-20 dated 19-01-2022, neither the value-addition nor the non-value-addition DTA-SEZ-DTA loop requires SIMS registration; however, straightforward commercial imports of skid chain remain fully subject to SIMS, and filing a bill of entry without a valid registration number results in consignment detention pending regularisation.
