Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 2403:2014 for precision roller and bush chains and associated sprockets. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.
Precision Roller and Bush Chains, Attachments and Associated Chains Sprockets (Quality Control) Order, 2024 · S.O. 2174(E) dated 03-06-2024
  2. 2
Ensure every chain and sprocket bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself and not on packaging alone.

  3. 3
Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. Fee ₹500, registration valid for 75 days from issue; the registration must remain within validity on the date of arrival.
    DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
  4. 4
Quote both the supplier's BIS CM/L number and the SIMS automatic registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register and the SIMS number against the DGFT portal; either being absent, expired, or scope-mismatched triggers consignment detention.
ITC HS policy condition 2 of Chapter 73 · BIS Act, 2016 · Customs Act, 1962
  5. 5
If the consignment is a re-import of steel for packaging purposes only, or an SEZ-to-DTA movement, document the SIMS exemption basis. The BIS QCO obligation under IS 2403:2014 is not waived by either carve-out — the ISI-marked product requirement continues to apply.

A word of counsel

The most consequential error on this tariff line is failing to distinguish the notification date from the operative enforcement date. S.O. 2174(E) is dated 03 June 2024, but the QCO prescribes staggered enforcement: 01 October 2024 for general enterprises, 01 January 2025 for small enterprises, and 01 April 2025 for micro enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006. Importers who assume the notification date is the compliance start date may demand IS 2403:2014 CM/L documentation from suppliers before the operative date applicable to the supplier's enterprise category — or, conversely, import non-compliant product after their own applicable date has passed.

Frequently asked
Does HSN 7315 12 90 require BIS certification?
Yes. Precision roller and bush chains, attachments, and associated sprockets classified under this tariff line must conform to IS 2403:2014 under the ISI Mark Scheme. The supplier must hold a current BIS CM/L licence; effective dates are staggered by enterprise size from 01 October 2024.
Is SIMS registration required separately from BIS QCO compliance?
Yes. Steel Import Monitoring System registration is administered by the Directorate General of Foreign Trade and is independent of the BIS QCO. Fee ₹500, validity 75 days, application window opens no earlier than 60 days before the expected arrival date.
Do the staggered enforcement dates apply to the importer or to the foreign manufacturer?
The enterprise-size categorisation under the Micro, Small and Medium Enterprises Development Act, 2006 applies to the manufacturer. An importer sourcing from a general enterprise must verify CM/L compliance from 01 October 2024; small-enterprise manufacturers from 01 January 2025; micro-enterprise manufacturers from 01 April 2025.
Does a single CM/L licence cover all chain types and sprocket specifications?
No. The CM/L is scope-specific by product type, dimensional specification, and manufacturing facility. Chain variants or sprocket specifications outside the licensed scope, or produced at an unlicensed plant, are not covered.
