HSN 7315 12 90 (other articulated link chain of iron or steel) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2403:2014 is mandatory under the ISI Mark Scheme by virtue of the Precision Roller and Bush Chains, Attachments and Associated Chains Sprockets (Quality Control) Order, 2024, notified as S.O. 2174(E) dated 03 June 2024, with operative enforcement from 01 October 2024 for general enterprises. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most consequential error on this tariff line is failing to distinguish the notification date from the operative enforcement date. S.O. 2174(E) is dated 03 June 2024, but the QCO prescribes staggered enforcement: 01 October 2024 for general enterprises, 01 January 2025 for small enterprises, and 01 April 2025 for micro enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006. Importers who assume the notification date is the compliance start date may demand IS 2403:2014 CM/L documentation from suppliers before the operative date applicable to the supplier's enterprise category — or, conversely, import non-compliant product after their own applicable date has passed.
