HSN 7315 12 10 (lifting and hoisting chain) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2403:2014 is mandatory under the ISI Mark Scheme pursuant to the Precision Roller and Bush Chains, Attachments and Associated Chains Sprockets (Quality Control) Order, 2024, with effect from 01 October 2024 for general importers. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is treating the gazette date of 03 June 2024 as the operative enforcement date when the QCO carries staggered applicability: 01 October 2024 for general importers, 01 January 2025 for small enterprises, and 01 April 2025 for micro enterprises. Importers who ship before their category's effective date without a CM/L-licensed supplier have no exposure — but importers who ship after it from an unlicensed manufacturer face detention and potential confiscation regardless of SIMS compliance status.
