HSN 7315 11 00 (roller chain) is covered by a Bureau of Indian Standards Quality Control Order. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 2403:2014 for precision roller and bush chains. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Precision Roller and Bush Chains, Attachments and Associated Chains Sprockets (Quality Control) Order, 2024 · S.O. 2174(E) dated 03-06-2024
- 2Confirm the phased enforcement category that applies to your supplier: general enterprises from 01-10-2024, small enterprises from 01-01-2025, and micro enterprises from 01-04-2025. A micro or small enterprise supplier must hold a current CM/L on the applicable date of the shipment.S.O. 2174(E) dated 03-06-2024 · Micro, Small and Medium Enterprises Development Act, 2006
- 3Ensure every roller chain bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The standard mark must appear on the product or its traceable packaging unit, not solely on commercial invoices.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Precision Roller and Bush Chains, Attachments and Associated Chains Sprockets (Quality Control) Order, 2024

- 5Verify that the CIF value of the consignment meets or exceeds ₹235 per kilogram. The most common error on this tariff line is treating the enforcement date of S.O. 2174(E) — 03 June 2024 — as the single operative date for all importers, while overlooking the phased entry points for small and micro enterprises. An importer sourcing from a supplier that qualifies as a micro enterprise under the Micro, Small and Medium Enterprises Development Act, 2006 faces a different BIS CM/L deadline (01-04-2025) than a general enterprise supplier (01-10-2024); customs applies the enterprise-category-specific date, not the gazette date, when assessing whether the marking obligation has crystallised.
