HSN 7314 50 00 (Expanded metal) is subject to compulsory advance registration under the Steel Import Monitoring System (SIMS) administered by the Directorate General of Foreign Trade (DGFT) under Policy Condition No. 2 of Chapter 73. An automatic registration number must be obtained before the consignment arrives, and a registration fee of ₹500 applies per DGFT Notification 28/2023 dated 28-08-2023.

The most common error on this tariff line is misreading the carve-outs: re-imports of iron or steel items used solely for packaging — and transfers between a Domestic Tariff Area unit and an SEZ, whether with or without value addition — are exempt from SIMS registration. However, any import that does not squarely fall within these exemptions requires advance registration; filing the bill of entry without a valid registration number triggers detention pending SIMS compliance under Policy Condition No. 2 of Chapter 73.
