HSN 7314 49 10 (wire netting of iron or steel) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 16014:2018 is mandatory under the ISI Mark Scheme with effect from 04 July 2024, under the Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is sourcing galvanised wire mesh products from manufacturers whose CM/L licence covers stay wire or binding wire under IS 16014:2018 but does not extend to mechanically woven, double-twisted hexagonal mesh, gabions, or revet mattresses. IS 16014:2018 on this HSN is specifically scoped to civil engineering mesh products; a licence issued for a different product category within the same standard does not satisfy the QCO obligation, and customs will detain the consignment on a product-scope mismatch. Verify the licensed product description on the CM/L certificate character-for-character before the purchase order is placed.
