HSN 7314 42 90 (plastic-coated iron or steel wire netting, grill and fencing) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 16014:2018 is mandatory under the ISI Mark Scheme with effect from 04 July 2024, by virtue of the Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is assuming that a galvanised-wire CM/L licence covering bare or galvanised products extends to polymer-coated variants under IS 16014:2018. The QCO scope for HSN 7314 42 90 is explicitly galvanised steel wire with polymer coating; a CM/L issued solely against a bare-galvanised-wire scope does not cover plastic-coated mesh or gabions, and customs will detain the consignment on a scope mismatch regardless of whether the ISI mark is present on the product.
