Plastic-coated steel wire netting for civil engineering
HSN 7314 42 10 (plastic-coated steel wire netting) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 16014:2018 is mandatory under the ISI Mark Scheme with effect from 04 July 2024, under the Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 16014:2018 for hexagonal wire mesh gabions, revet mattresses, rock fall netting, and related civil-engineering wire mesh products. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024 · S.O. 2581(E) dated 03-07-2024
- 2Confirm that the applicable enforcement date applies to the importer's enterprise category: 01 December 2024 for entities other than micro and small enterprises, 01 March 2025 for small enterprises, and 01 June 2025 for micro enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006.Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024 · S.O. 2581(E) dated 03-07-2024
- 3Ensure every consignment bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The standard mark must appear on the product itself; marking on outer packaging alone does not satisfy the requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024
- 4Register the consignment on the Steel Import Monitoring System portal no earlier than 60 days before the expected arrival date. The registration fee is ₹500 and the automatic registration number is valid for 75 days. Ensure the SIMS number remains within validity on the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 5Quote the supplier's BIS CM/L number and the SIMS automatic registration number on the bill of entry. If the consignment qualifies for a SIMS exemption — re-import for packaging only, or SEZ-to-DTA movement without value addition — document the exemption basis; the BIS QCO obligation under IS 16014:2018 is not waived by any SIMS carve-out.DGFT policy circular 38/2015-20 dated 19-01-2022 · ITC (HS) policy condition 2 of Chapter 73 · BIS Act, 2016
The most consequential oversight on this tariff line is failing to account for the staggered enforcement schedule: importers who are not micro or small enterprises became subject to the IS 16014:2018 CM/L requirement on 01 December 2024, while micro enterprises received a grace period until 01 June 2025. Consignments shipped without a valid CM/L from the applicable effective date onward face detention at port regardless of SIMS registration status, and the MSMED Act enterprise-size classification of the importer — not the foreign manufacturer — determines which deadline applies.
