HSN 7314 41 10 (zinc-plated or zinc-coated wire netting) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 16014:2018 is mandatory under the ISI Mark Scheme with effect from 4 July 2024, by virtue of the Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is treating the enterprise-category phased enforcement dates as a blanket deferral. An importer whose overseas supplier qualifies as 'other than micro and small' must comply from 01 December 2024 regardless of the importer's own MSME status — the relevant enterprise classification is that of the manufacturer seeking the CM/L licence, not the Indian buyer. Consignments from unlicensed manufacturers arriving after the applicable date face detention, re-export, or confiscation under the BIS Act, 2016.
