Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most common error on this tariff line is treating IS 16014:2018 as a single-date obligation while missing the staggered enterprise-category effective dates — other enterprises were subject from 01-12-2024, small enterprises from 01-03-2025, and micro enterprises from 01-06-2025. An importer sourcing from a micro-enterprise manufacturer before 01-06-2025 who nonetheless demands a CM/L creates unnecessary procurement delay; conversely, an importer who assumes the micro-enterprise exemption applies to their supplier without verifying MSME registration status risks detention for unmarked goods from a manufacturer that falls into the 'other enterprises' category.
