Wire netting
Welded iron or steel wire netting, grill and fencing
HSN 7314 20 10 (wire netting) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 16014:2018 is mandatory under the ISI Mark Scheme with effect from 04 July 2024 under the Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 16014:2018 for galvanised steel wire mesh and related civil-engineering wire products. Verify the supplier's CM/L number, licensed product scope, and licensed manufacturing facility on the BIS online register before placing the purchase order.Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024 · S.O. 2581(E) dated 03-07-2024
- 2Ensure every consignment unit bears the ISI mark and the supplier's CM/L number as required under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or bundle tag, not on outer packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 2581(E) dated 03-07-2024
- 3Confirm the enterprise-size-based enforcement date applicable to your supplier: 01 December 2024 for enterprises other than micro and small, 01 March 2025 for small enterprises, and 01 June 2025 for micro enterprises. Import from a supplier whose enforcement date has not yet passed remains permissible only with documentary proof of MSME classification.Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024 · S.O. 2581(E) dated 03-07-2024 · Micro, Small and Medium Enterprises Development Act, 2006
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. Pay the registration fee of ₹500 and retain the automatic registration number, which remains valid for 75 days from the date of issue.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 5Quote both the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register and the SIMS registration against the DGFT portal; either being absent, expired, or scope-mismatched triggers consignment detention.ITC HS policy condition 2 of Chapter 73 · BIS Act, 2016 · Customs Act, 1962
The most frequently overlooked trap on this tariff line is the staggered enterprise-size enforcement calendar under S.O. 2581(E): micro and small-enterprise manufacturers attract later mandatory-compliance dates than larger manufacturers, and importers sourcing from such suppliers sometimes assume the BIS QCO is not yet in force for their consignment. Customs applies the enforcement date based on the manufacturer's enterprise classification, not the importer's; an importer who cannot produce documentary proof of the supplier's MSME status faces detention and potential confiscation on the grounds that the default large-enterprise date of 01 December 2024 applied.
