The most common error on this tariff line is treating IS 16014:2018 as applying uniformly to all wire-mesh products under HSN 7314 14 90 when the QCO scope is defined by end-use specification — mechanically woven, double-twisted hexagonal wire mesh gabions, revet mattresses, rock-fall netting, and other civil-engineering products in galvanised or polymer-coated steel wire. Importers sourcing decorative or industrial-filtration stainless steel woven cloth assume QCO coverage that does not exist for those variants, while importers of civil-engineering mesh often miss that the IS 16014:2018 CM/L obligation applies from the enterprise-class-specific effective date, not a single uniform date.
