- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 16014:2018. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024 · S.O. 2581(E) dated 03-07-2024
- 2Ensure every consignment lot bears the ISI mark and the supplier's CM/L number as required under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or coil tag, not on outer packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 2581(E) dated 03-07-2024
- 3Confirm the enterprise-category-specific enforcement date applicable to the supplier: 01 December 2024 for enterprises other than micro and small, 01 March 2025 for small enterprises, and 01 June 2025 for micro enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006.Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024 · S.O. 2581(E) dated 03-07-2024
- 4Register the consignment on the Steel Import Monitoring System portal, paying the ₹500 fee no earlier than 60 days before expected arrival. The automatic registration number is valid for 75 days; it must remain within validity on the date of arrival at the Indian port.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 5Quote both the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. If the consignment is a re-import for packaging purposes or an SEZ-to-DTA movement, document the SIMS exemption basis; the BIS QCO obligation under IS 16014:2018 is not waived by any SIMS carve-out.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Policy Circular 38/2015-20 dated 19-01-2022 · BIS Act, 2016
The most consequential oversight on this tariff line is failing to verify the supplier's enterprise category before assuming the BIS QCO is live. A foreign manufacturer classified as a micro enterprise under the Micro, Small and Medium Enterprises Development Act, 2006 was not obligated to hold a CM/L licence until 01 June 2025 — accepting shipments from such a supplier before that date without confirming their licence status risks consignment detention on arrival if customs applies the general enforcement date of 04 July 2024.
