Endless bands for machinery, of stainless steel
Stainless steel endless bands for industrial machinery
HSN 7314 12 00 (Endless bands for machinery, of stainless steel) requires compulsory prior registration under the Steel Import Monitoring System (SIMS) administered by the Directorate General of Foreign Trade (DGFT) under policy condition no. 2 of Chapter 73, per DGFT Notification 33/2015-20 dated 28-09-2020. The importer must obtain an automatic SIMS registration number — valid for 75 days from grant — by paying a registration fee of ₹500 before the consignment arrives.
- SIMS registration number from DGFT
- Import declaration to CBIC
- ITC (HS) policy compliance from DGFT
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Apply for SIMS registration through the DGFT online portal not earlier than 60 days before the expected date of arrival of the consignment, paying the ₹500 registration fee. The automatic registration number issued is valid for 75 days; ensure the consignment arrives within this validity window.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · Policy condition no. 2 of Chapter 73
- 2Confirm at the bill-of-entry stage that the SIMS registration number is quoted in the import declaration. Note that the prior 15-day minimum advance-registration requirement has been abolished; the registration may be obtained at any point within the 60-day window before arrival.DGFT Notification 19/2015-20 dated 07-07-2022
- 3Verify whether the import falls within an exempt category: re-import of stainless steel for packaging purposes (not value addition) and DTA-to-SEZ-to-DTA movements (with or without value addition) are expressly excluded from the SIMS requirement under DGFT Policy Circular 38/2015-20 dated 19-01-2022.DGFT Policy Circular 38/2015-20 dated 19-01-2022
The most common error on this tariff line is allowing the SIMS registration to lapse before the vessel arrives: the 75-day validity is calculated from the date the automatic registration number is granted, not from the application date or the bill of lading date. If the consignment is delayed and the registration expires, a fresh application and fee are required before customs out-of-charge; there is no provision for retroactive extension, and customs will detain the consignment until a valid registration number is produced.
