Compliance steps
  1. 1
Verify the foreign manufacturer's BIS CM/L licence number against the applicable Indian Standard for the specific rope type: IS 2266:2019 (general engineering), IS 2365:2018 (lift/elevator suspension), IS 1856:2005 (haulage), IS 4521:2001 (oil well drilling), or IS 1804:2004 (fibre main core ropes). Confirm the licensed scope covers the rope construction, diameter, and manufacturing facility.

  2. 2
Confirm the applicable enforcement date for the enterprise category: for enterprises other than micro and small, 01 December 2024 (IS 2266/2365/1856/4521) and 01 April 2025 (IS 1804); for small enterprises, 01 March 2025 and 01 July 2025 respectively; for micro enterprises, 01 June 2025 and 01 July 2025 respectively.

  3. 3
Ensure every rope or strand bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or on a firmly attached tag traceable to the licensed batch.

  4. 4
Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date and obtain the automatic registration number. Fee ₹500, validity 75 days; the registration must remain valid on the date of arrival.

  5. 5
Check whether the consignment qualifies for the MoS exemption: import consignments with a bill of lading shipped-on-board date on or before 31 March 2026 for ITC HS codes listed in Annexure I of the MoS Order F.No. S-20011/15/2024-Tech-Part(2) dated 20-11-2025 are exempted from mandatory QCO compliance. Document the exemption basis on the bill of entry if relied upon.

A word of counsel

The most consequential error on this tariff line is applying a single CM/L licence across multiple rope types without verifying that the licence scope matches the specific construction being imported. IS 2266:2019, IS 2365:2018, IS 1856:2005, IS 4521:2001, and IS 1804:2004 are each standard-specific and the CM/L is correspondingly scope-limited — a licence for general engineering ropes under IS 2266:2019 does not cover elevator-duty suspension ropes under IS 2365:2018 or oil-well ropes under IS 4521:2001, and customs detention follows a scope mismatch as surely as an absent licence. Verify the precise construction, end-use, and IS number of each line item on the purchase order against the supplier's CM/L scope before the shipment is booked.

Frequently asked
Does HSN 7312 90 00 require BIS certification?
Yes. Steel wire ropes and strands under this tariff line require an ISI Mark Scheme CM/L licence under one of IS 2266:2019, IS 2365:2018, IS 1856:2005, IS 4521:2001, or IS 1804:2004, depending on rope type and end-use application.
Is Steel Import Monitoring System registration required in addition to BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade independently of the BIS QCO obligation. Fee ₹500, validity 75 days; application may be made no earlier than 60 days before the expected date of arrival.
Are there phased enforcement dates for small and micro enterprises?
Yes. For IS 2266, IS 2365, IS 1856, and IS 4521, small enterprises must comply from 01 March 2025 and micro enterprises from 01 June 2025. For IS 1804, both small and micro enterprises must comply from 01 July 2025; these phase-ins apply only to domestic production, not to importers.
Does a single CM/L licence cover all rope constructions and manufacturing facilities?
No. Each CM/L is standard-specific and facility-specific; a licence granted against IS 2266:2019 for general engineering ropes does not cover elevator suspension ropes under IS 2365:2018 or fibre-core ropes under IS 1804:2004.
