Stranded wire, ropes and cables of iron or steel
HSN 7312 10 90 (stranded wire, ropes and cables of iron or steel) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2266, IS 2365, IS 1856, IS 4521, and IS 1804 is mandatory under the ISI Mark Scheme under two successive Quality Control Orders — S.O. 2581(E) and S.O. 4327(E) — with phased enforcement from 3 July 2024. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify the applicable Indian Standard for the specific rope type being imported: IS 2266:2019 for general engineering wire ropes, IS 2365:2018 for lift and elevator suspension ropes, IS 1856:2005 for haulage ropes, IS 4521:2001 for oil-well ropes, and IS 1804:2004 for fibre-core wire ropes. Verify the supplier holds a current BIS CM/L licence against the correct IS number, covering the rope construction, diameter range, and manufacturing facility, on the BIS online register before placing the purchase order.Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024 · S.O. 2581(E) dated 03-07-2024; Ropes and Cordages QCO 2024 · S.O. 4327(E) dated 03-10-2024
- 2Confirm that the applicable enforcement date has commenced for your enterprise category before shipment. For enterprises other than micro and small, the date is 01-12-2024; for small enterprises, 01-03-2025; for micro enterprises, 01-06-2025. IS 1804:2004 (fibre-core ropes) under S.O. 4327(E) comes into force from 01-04-2025 for all except micro and small enterprises, and from 01-07-2025 for small and micro enterprises.S.O. 2581(E) dated 03-07-2024; S.O. 4327(E) dated 03-10-2024; Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006)
- 3Ensure every rope or cable bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or on attached tags traceable to each coil or spool, not on outer packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 2581(E) dated 03-07-2024
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. The registration fee is ₹500 and the automatic registration number is valid for 75 days. The 15-day advance-registration minimum has been abolished.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · DGFT Notification 19/2015-20 dated 07-07-2022
- 5Quote both the supplier's BIS CM/L number (matched to the specific IS standard for the rope type) and the SIMS automatic registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; a scope mismatch — such as a CM/L issued against IS 2266 cited for an elevator suspension rope requiring IS 2365 — triggers detention regardless of SIMS status.Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024 · S.O. 2581(E) dated 03-07-2024; ITC HS policy condition 2 of Chapter 73 · BIS Act, 2016 · Customs Act, 1962
The most frequent error on this tariff line is citing a single CM/L licence number against IS 2266 for every rope variant in the consignment. Five distinct Indian Standards apply across HSN 7312 10 90, each tied to a specific end-use construction — general engineering, elevator, haulage, oil-well, and fibre-core — and a CM/L licence is scope-specific to one standard and one manufacturing facility. Customs officers comparing the rope's technical data sheet against the licensed IS number at port will detain the consignment if the rope construction is outside the licensed scope, even where the IS number family appears similar.
