Stranded wire
Stranded wire of iron or steel, not electrically insulated
HSN 7312 10 30 (stranded wire of iron or steel) is covered by multiple Bureau of Indian Standards Quality Control Orders, principally the Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024. Conformity to IS 2141 and IS 1855:2022 is mandatory under the ISI Mark Scheme with effect from 4 July 2024, with phased dates for micro and small enterprises. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign manufacturer's BIS CM/L licence on the BIS online register against the applicable standard — IS 2141 for hot-dip galvanised stay strand, IS 1855:2022 for stranded steel wire, IS 14255 for aluminium-clad steel wire, or IS 1804 for steel wire ropes with fibre cores. The CM/L must be current and the licensed product scope must cover the specific wire construction and diameter being imported.Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024 · S.O. 2581(E) dated 03-07-2024; Steel and Steel Products (Quality Control) Order, 2024 · S.O. 3716(E) dated 29-08-2024
- 2Confirm the phase-in date applicable to your supplier. For enterprises other than micro and small, the mandatory date is 1 December 2024; for small enterprises, 1 March 2025; for micro enterprises, 1 June 2025. Imported consignments with bill of lading shipped on board on or before 31 March 2026 may qualify for the exemption under MOS Order F.No.S-20011/15/2024-Tech-Part(2) dated 20-11-2025.S.O. 2581(E) dated 03-07-2024 · MSMED Act, 2006 (27 of 2006) · MOS Order F.No.S-20011/15/2024-Tech-Part(2) dated 20-11-2025
- 3Ensure every stranded wire consignment bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018, and is accompanied by a test certificate bearing the standard mark issued by the BIS-certified manufacturer.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 2581(E) dated 03-07-2024
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Fee ₹500; automatic registration number valid for 75 days. Re-imports for packaging only and SEZ-to-DTA movements without value addition are exempt from SIMS registration.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · DGFT Policy Circular 38/2015-20 dated 19-01-2022
- 5If importing without BIS licence or certification, apply and seek clarification on the TCQCO portal for each consignment, as mandated by the Ministry of Steel Circular dated 20-10-2023, and ensure compliance with CBIC Instructions 16/25-CUS dated 18-06-2025 as modified by CBIC Instruction 23/25-CUS dated 15-07-2025. The most consequential error on this tariff line is treating HSN 7312 10 30 as governed by a single Indian Standard, when four IS standards — IS 2141, IS 1855:2022, IS 14255, and IS 1804 — apply across different wire constructions under three separate Quality Control Orders. A CM/L licence valid for one construction (e.g., galvanised stay strand under IS 2141) does not cover a different construction (e.g., rope-grade wire under IS 1855:2022) from the same facility; customs detains the consignment on a product-scope mismatch. Verify the exact wire construction, coating type, and application against the licensed IS scope before the purchase order, not at the port of entry.
