- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer. Verify the supplier's CM/L number, licensed product scope, rope construction, and manufacturing facility address on the BIS online register against the applicable IS — IS 2266:2019 (general engineering), IS 2365:2018 (lift/elevator suspension), IS 1856:2005 (haulage), IS 4521:2001 (oil-well drilling), or IS 1804:2004 (fibre-core ropes) — before placing the purchase order.Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024 · S.O. 2581(E) dated 03-07-2024; Ropes and Cordages QCO 2024 · S.O. 4327(E) dated 03-10-2024
- 2Confirm which IS governs the specific rope type being imported: IS 2266:2019 covers general-engineering wire ropes; IS 2365:2018 covers lift and elevator suspension ropes; IS 1856:2005 covers haulage ropes; IS 4521:2001 covers oil-well ropes; IS 1804:2004 covers fibre-core ropes (mandatory from 01-04-2025). The CM/L must explicitly cover the rope type and construction.S.O. 2581(E) dated 03-07-2024; S.O. 4327(E) dated 03-10-2024
- 3Ensure every rope bears the ISI mark and the supplier's CM/L number as required under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its identification tag, not on packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. The automatic registration number is valid for 75 days; it must remain within validity on the arrival date. Apply the registration fee of ₹500 per the SIMS portal.DGFT Notification 33/2015-20 dated 28-09-2020; DGFT Notification 28/2023 dated 28-08-2023; ITC (HS) policy condition 2 of Chapter 73
- 5Quote the supplier's BIS CM/L number and the SIMS automatic registration number on the bill of entry. Customs verifies both in real time; an absent, expired, or rope-type-mismatched CM/L triggers consignment detention and potential confiscation under the BIS Act, 2016.BIS Act, 2016 · Customs Act, 1962 · Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2024
The most common error on this tariff line is presenting a CM/L licence valid for one rope type — typically general-engineering ropes under IS 2266:2019 — against a consignment that includes a different rope construction, such as elevator suspension ropes under IS 2365:2018 or oil-well ropes under IS 4521:2001. Each IS is a distinct licensing scope; a CM/L granted against IS 2266:2019 does not authorise import of ropes whose specification falls under IS 2365:2018 or IS 4521:2001, and customs will detain a mixed-specification consignment where the CM/L covers only one of the standards present.
