The most common error on this tariff line is treating the Petroleum and Explosives Safety Organisation approval as the sole safety gate and overlooking the independent BIS QCO obligation under IS 7312. PESO approval and the CM/L licence are parallel statutory requirements — a manufacturer may hold PESO approval yet lack a current BIS CM/L licence, and customs is empowered to detain the consignment on that basis alone. No. The CM/L licence is scope-specific by cylinder type, specification, and licensed manufacturing facility; cylinders outside the licensed scope or from an unlicensed plant are not covered and are liable to detention at customs.
