Iron or steel containers for compressed or liquefied gas (dissolved acetylene cylinders)
HSN 7311 00 90 covers iron and steel containers for compressed or liquefied gas, including welded and single-piece drawn dissolved acetylene cylinders, and is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 7312 is mandatory under the ISI Mark Scheme with effect from 22 November 2016 by virtue of G.S.R. 1081(E) under the Gas Cylinders Rules, 2016. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most common error on this tariff line is treating the Petroleum and Explosives Safety Organisation approval as the sole safety gate and overlooking the independent BIS QCO obligation under IS 7312. PESO approval and the CM/L licence are parallel statutory requirements — a manufacturer may hold PESO approval yet lack a current BIS CM/L licence, and customs is empowered to detain the consignment on that basis alone. Confirm both authorisations against their respective online registers before the purchase order, not at port.
