High-pressure steel gas cylinders (seamless, welded, refillable)
HSN 7311 00 30 (high-pressure steel gas cylinders with working pressure exceeding 35.2 kg/sq.cm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 7285 (Part 1), IS 7285 (Part 2), or IS 7142 is mandatory under the ISI Mark Scheme by virtue of the Gas Cylinders Rules, 2016 notified under G.S.R. 1081(E) dated 22 November 2016. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 2Verify the foreign manufacturer's BIS CM/L licence number on the BIS online register against the applicable IS (7285 Part 1, 7285 Part 2, or 7142). The most common error on this tariff line is treating all three IS standards as interchangeable and sourcing against a single CM/L that covers only one cylinder type. A CM/L against IS 7285 (Part 1) does not authorise import of quenched-and-tempered cylinders covered by IS 7285 (Part 2), and neither covers welded low-carbon cylinders under IS 7142. Customs and PESO both verify scope at point of import; a cylinder type outside the licensed IS and part triggers detention and may constitute an offence under the Explosives Act, 1884.
