Iron or steel trunks and cases of 50 litres or more
HSN 7310 10 20 (Trunks and cases) is subject to compulsory advance registration under the Steel Import Monitoring System (SIMS) administered by the Directorate General of Foreign Trade (DGFT) under policy condition no. 2 of Chapter 73 of the ITC (HS) Schedule. An automatic SIMS registration number, valid for 75 days, must be obtained before the consignment arrives at the Indian port.

The most common error on this tariff line is confusing the abolition of the 15-day minimum advance-registration requirement with a full dispensation from SIMS registration. The mandatory registration requirement itself remains in force under policy condition no. 2 of Chapter 73; only the minimum lead-time window was removed by DGFT Notification 19/2015-20 dated 07-07-2022. Importing without a valid SIMS number renders the bill of entry non-compliant, exposing the consignment to detention pending regularisation.
