Tin plate containers of capacity 50 litres or more
HSN 7310 10 10 (tin plate containers of 50 litres or more) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products Quality Control Order, 2024. The standard mark under the ISI Mark Scheme is mandatory with effect from 29 August 2024, per S.O. 3716(E); importantly, the QCO applies at the input-material level — the tin plate and tin free steel used to manufacture the containers must themselves conform to the mapped Indian Standards and bear the BIS standard mark. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 2Ensure the tin plate containers are manufactured from tin plate and tin free steel input materials that themselves conform to the Indian Standards specified at serial numbers 108 and 109 in Schedule 1 of the QCO. - 3Register the consignment on the Steel Import Monitoring System portal. The most common error on this tariff line is treating the BIS QCO obligation as applying only to the finished container, when the Steel and Steel Products Quality Control Order, 2024 reaches one level deeper — the tin plate and tin free steel input materials must themselves conform to the Indian Standards at Schedule 1 serial numbers 108 and 109 and bear the BIS standard mark, and every consignment must carry the test certificate for those input materials. Importers who produce a CM/L licence for the finished container but cannot produce the input-material test certificate face detention at port regardless of the container-level marking.
