Note that re-import of iron or steel goods solely for packaging purposes, and transfers between the Domestic Tariff Area and Special Economic Zones (with or without value addition), are exempt from SIMS registration. Document the applicable exemption basis at the bill of entry to forestall a SIMS-compliance query from the proper officer.
