Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Apply for SIMS advance registration through the DGFT online portal, paying the ₹500 registration fee, no earlier than 60 days before the expected date of arrival of the consignment. The automatic registration number is valid for 75 days; ensure it remains live at the bill-of-entry stage.DGFT Notification 28/2023 dated 28-08-2023 · DGFT Notification 19/2015-20 dated 07-07-2022 · Policy Condition No. 2 of Chapter 73
- 2Verify whether the consignment qualifies for the QCO exemption under MoS Order F.No. S-20011/15/2024-Tech-Part(2) dated 20-11-2025. For imports with a bill of lading shipped-on-board date on or before 31-03-2026 and the ITC HS code listed in Annexure I of that order, mandatory QCO compliance is exempted; retain the exemption declaration at the bill of entry.MoS Order F.No. S-20011/15/2024-Tech-Part(2) dated 20-11-2025
- 3Confirm whether the import is a re-import for packaging purposes or a DTA-SEZ-DTA movement with or without value addition: both categories are excluded from SIMS registration requirements. Document the basis of exclusion explicitly in the customs declaration to avoid detention during PGA-facilitated bill verification.DGFT Policy Circular 38/2015-20 dated 19-01-2022
The most common error on this tariff line is filing the bill of entry without a live SIMS registration — either because the 75-day validity window lapsed between registration and consignment arrival, or because the importer assumed the DTA-SEZ carve-out applied without retaining documentary evidence of the exemption basis. A lapsed or absent SIMS registration number prevents out-of-charge and exposes the consignment to detention, demurrage, and ground rent at port until the registration defect is cured.
