- 2Confirm at the bill-of-entry stage that the SIMS registration number is current and covers the specific CTI 7307 99 10. Note the carve-outs: re-import of steel goods for packaging purposes only, and DTA-to-SEZ-to-DTA movements (with or without value addition), are exempt from SIMS registration under DGFT Policy Circular 38/2015-20.DGFT Policy Circular 38/2015-20 dated 19-01-2022 · DGFT Notification 19/2015-20 dated 07-07-2022
The most common error on this tariff line is allowing the SIMS registration number to lapse before vessel arrival: the 75-day validity window runs from the date the registration is granted, not from the date of shipment, and a number that expires en route renders the consignment non-compliant at the bill of entry. Apply as late as the 60th day before expected arrival to maximise the validity window, and verify the registration status again when the vessel confirms its ETA, because DGFT has abolished the earlier mandatory 15-day advance-registration floor — leaving the timing risk entirely with the importer.
