- 1Register the import consignment on the SIMS online portal not earlier than 60 days before the expected date of arrival. Pay the registration fee of ₹500 to obtain the automatic SIMS registration number; the number is valid for 75 days from the date of grant and must accompany the bill of entry.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · Policy Condition No. 2 of Chapter 73
- 2Verify at the time of filing the bill of entry that the SIMS registration number remains within its 75-day validity window. Consignments arriving after expiry of the registration number are not eligible for out-of-charge until a fresh registration is obtained.DGFT Notification 28/2023 dated 28-08-2023 · Policy Condition No. 2 of Chapter 73
- 3Confirm whether the consignment falls within a SIMS-exempt category: re-imports of steel for packaging purposes and DTA-to-SEZ-to-DTA movements (with or without value addition) are excluded from the SIMS registration requirement per the cited DGFT clarifications.DGFT Policy Circular 38/2015-20 dated 19-01-2022 · DGFT Notification 19/2015-20 dated 07-07-2022
The most common error on this tariff line is miscalculating the 75-day validity window against vessel transit time — importers apply for SIMS registration at the time of shipment booking but neglect to account for delays at the origin port or in transhipment, arriving at the Indian port with an expired registration number. A lapsed SIMS number cannot be revived; a fresh registration must be obtained online before customs out-of-charge will be granted, attracting demurrage and ground rent for the duration.
