HSN 7307 22 00 (threaded elbows, bends and sleeves) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1879:2010 is mandatory under the ISI Mark Scheme with effect from 01 September 2024 under the Cast Iron Products (Quality Control) Order, 2023. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is applying the general enforcement date of 01 September 2024 to all suppliers without accounting for the enterprise-size-specific phase-in: small enterprises had until 01 December 2024, and micro enterprises until 01 March 2025, to come within the QCO. An importer sourcing from a micro or small enterprise manufacturer during the transition window must verify the correct effective date for that specific supplier tier against the licence-issue date on the BIS register — presenting a CM/L issued before the applicable phase-in date to justify clearance exposes the consignment to detention if the licence was not yet valid for that enterprise class.
