Cast iron threaded pipe fittings (elbows, tees, unions, bends, reducers)
HSN 7307 19 00 (cast iron threaded pipe fittings) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1879:2010 (malleable cast iron fittings) and IS 210:2009 (grey iron castings) is mandatory under the ISI Mark Scheme with effect from 01 September 2024, under the Cast Iron Products (Quality Control) Order, 2023. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Verify the foreign manufacturer holds a current BIS CM/L licence against IS 1879:2010 for malleable cast iron fittings or IS 210:2009 for grey iron castings, as applicable to the specific product being imported. Confirm the licensed scope covers the fitting type, size range, pressure rating, and manufacturing facility on the BIS online register before placing the purchase order.Cast Iron Products (Quality Control) Order, 2023 · S.O. 2287(E) dated 13-06-2024 · IS 1879:2010 · IS 210:2009
- 2Ensure every fitting bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; marking on packaging alone does not satisfy the statutory requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Cast Iron Products (Quality Control) Order, 2023
- 3Note the phased enforcement schedule for micro and small enterprises: the QCO came into effect for general importers on 01-09-2024, for small enterprises on 01-12-2024, and for micro enterprises on 01-03-2025. Confirm the supplier's enterprise category and applicable enforcement date before filing the bill of entry.Cast Iron Products (Quality Control) Order, 2023 · S.O. 2287(E) dated 13-06-2024
- 4Register the consignment on the Steel Import Monitoring System portal no earlier than 60 days before the expected arrival date. Pay the registration fee of ₹500 and retain the automatic registration number, which remains valid for 75 days from issue.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 5Quote both the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register and the SIMS registration against the DGFT portal; an absent, expired, or scope-mismatched CM/L triggers consignment detention regardless of SIMS status.ITC HS policy condition 2 of Chapter 73 · BIS Act, 2016 · Customs Act, 1962
The most consequential error on this tariff line is importing under a CM/L licence that covers one standard but not the other: a supplier licensed against IS 1879:2010 for malleable cast iron fittings is not automatically licensed against IS 210:2009 for grey iron castings, and vice versa. Where a mixed consignment spans both product types, each product line must be covered by its own licensed scope. Customs detention on a scope mismatch cannot be remedied by retrospective licence amendment — the consignment faces re-export or confiscation.
