HSN 7307 11 90 (non-malleable cast iron tube or pipe fittings, other) is subject to compulsory registration under the Steel Import Monitoring System (SIMS) administered by the Directorate General of Foreign Trade (DGFT) under policy condition no. 2 of Chapter 73. Importers must obtain an automatic SIMS registration number before the consignment arrives, with a registration fee of ₹500 and a validity window of 75 days.

Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Apply for SIMS registration on the online portal not earlier than the 60th day before the expected date of arrival of the import consignment. Pay the registration fee of ₹500; the automatic registration number is issued immediately and remains valid for 75 days from the date of grant.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · Policy condition no. 2 of Chapter 73
- 2Confirm at the bill-of-entry stage that the SIMS registration number is current and present in the customs filing. The earlier requirement of a minimum 15-day advance registration before expected arrival has been abolished; however, registration must pre-date actual arrival.DGFT Notification 19/2015-20 dated 07-07-2022 · DGFT Notification 28/2023 dated 28-08-2023
- 3Verify whether the carve-out exemptions apply before applying for SIMS: re-imports of steel for packaging purposes only and DTA-to-SEZ-to-DTA movements (with or without value addition) are exempt from SIMS registration requirements per DGFT policy circular no. 38/2015-20.DGFT Policy Circular 38/2015-20 dated 19-01-2022
The most common error on this tariff line is filing the bill of entry with an expired SIMS registration number. The 75-day validity window runs from the date of grant, not from the expected date of arrival; where vessel delays push arrival beyond that window, the importer must apply for a fresh registration before out-of-charge can be given. A lapsed registration number at the bill-of-entry stage results in customs detention and demurrage until a new registration is obtained and submitted.
