Welded iron or steel tubes, pipes and hollow profiles (other)
HSN 7306 90 90 covers other welded tubes, pipes and hollow profiles of iron or steel, including stainless steel welded pipes and bar or wire wrapped steel cylinder pipes. Two Bureau of Indian Standards Quality Control Orders apply: IS 15155:2020 under the Steel and Steel Products QCO 2024 with effect from 27 March 2024, and IS 17876:2022 under the Stainless Steel Pipes and Tubes QCO 2025 with effect from 01 August 2025. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign manufacturer's BIS CM/L licence on the BIS online register before placing the purchase order — against IS 15155:2020 for bar or wire wrapped steel cylinder pipes with mortar lining and coating, or IS 17876:2022 for stainless steel welded pipes and tubes for general service. The licensed scope must match the exact product grade, cross-section, and manufacturing facility.Steel and Steel Products QCO 2024 · S.O. 3716(E) dated 29-08-2024 · Stainless Steel Pipes and Tubes QCO 2025 · S.O. 693(E) dated 10-02-2025
- 2Ensure the consignment is accompanied by two test certificates: one for the finished pipes or tubes against the applicable IS standard, and one bearing the BIS standard mark for the input stainless steel material issued by a BIS-certified manufacturer. Both certificates must accompany each consignment.Schedule 2, Serial No. 2 of the Steel and Steel Products QCO 2024 · S.O. 3716(E) dated 29-08-2024
- 3Confirm that the finished goods bear the ISI mark under licence in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The mark must appear on the product and be traceable to the licensed facility and batch.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 3716(E) dated 29-08-2024
- 4Register the consignment on the Steel Import Monitoring System portal before arrival — apply no earlier than 60 days before the expected date of arrival, pay ₹500, and ensure the automatic registration number (valid 75 days) remains current on the arrival date. Also register the Indian Standard of the input material on the SIMS portal per CBIC Instructions 16/25-CUS and 23/25-CUS.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · CBIC Instruction 16/25-CUS dated 18-06-2025 as modified by CBIC Instruction 23/25-CUS dated 15-07-2025
- 5If importing without BIS licence or certification, apply on the TCQCO portal for each consignment and obtain a Ministry of Steel clarification before filing the bill of entry. Additionally, verify whether the consignment qualifies for the QCO exemption applicable to bills of lading with a shipped-on-board date on or before 31 March 2026 under the Ministry of Steel order on exempted ITC HS codes.Ministry of Steel Circular F.No.S-20011/14/2021-Tech dated 20-10-2023 · CBIC clarification F.No.401/88/2023-CUS.III dated 09-11-2023 · Ministry of Steel order F.No.S-20011/15/2024-Tech-Part(2) dated 20-11-2025
The most common error on this tariff line is treating a single BIS CM/L as covering both the finished pipe or tube and the input steel material. The QCO expressly requires a separate test certificate bearing the BIS standard mark for the input material issued by a BIS-certified manufacturer — absent this second certificate, the consignment fails documentary compliance regardless of the finished-product CM/L. Additionally, importers shipping stainless steel welded pipes on or after 01 August 2025 must ensure compliance with IS 17876:2022 under S.O. 693(E), not only IS 15155:2020, as the two standards cover distinct product scopes within the same tariff line.
