Welded iron or steel tubes of non-circular cross-section
HSN 7306 69 00 (welded iron or steel tubes and hollow profiles of other non-circular cross-section) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products Quality Control Order, 2024. Conformity to the Indian Standard mapped in Schedule 1 of S.O. 3716(E) is mandatory under the ISI Mark Scheme with effect from 29 August 2024. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the Indian Standard specified in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024
- 2Obtain from the supplier two test certificates: one covering the finished tubes and hollow profiles listed in Schedule 2 serial number 2, and one bearing the BIS standard mark for the input stainless steel material. Both certificates must accompany each consignment.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · BIS (Conformity Assessment) Regulations, 2018 Scheme-I of Schedule-II
- 3Verify that the input stainless steel material used by the manufacturer conforms to the Indian Standard specified in Schedule 1 column (2) and bears the ISI standard mark from a BIS-certified input-material manufacturer. The finished product CM/L alone is insufficient without traceable input-material certification.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · CBIC Instruction 16/25-CUS dated 18-06-2025 as modified by CBIC Instruction 23/25-CUS dated 15-07-2025
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. Fee ₹500, registration valid for 75 days from issue. Re-imports for packaging only and SEZ-to-DTA movements without value addition are exempt from SIMS registration.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · DGFT Policy Circular 38/2015-20 dated 19-01-2022
- 5If the consignment lacks BIS certification, apply on the TCQCO portal for a clarification before importation, as mandated for all steel consignments imported without a BIS licence. Retain the CBIC clarification under F.No. 401/88/2023-CUS.III dated 09-11-2023 as supporting documentation.Ministry of Steel Circular dated 20-10-2023 · CBIC clarification F.No. 401/88/2023-CUS.III dated 09-11-2023
The most common error on this tariff line is presenting a valid CM/L for the finished tube without the corresponding BIS-certified input-material test certificate. The Steel and Steel Products Quality Control Order, 2024 imposes a dual-certificate obligation — one for the finished article and one tracing the stainless steel input to a BIS-certified source — and customs verifies both; absence of the input-material certificate triggers detention even where the finished-product CM/L is current and in scope. Separately, importers frequently misclassify octagonal steel columns for lamp posts under this heading; Central Board of Indirect Taxes and Customs Circular 17/2013-CUS dated 11-04-2013 directs classification of those articles under 7308 90 90.
