Welded circular-cross-section pipes and tubes of stainless steel
HSN 7306 40 00 (welded circular-cross-section pipes and tubes of stainless steel) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 6913 (food and beverage service) with effect from 27 March 2024 and IS 17876:2022 (general service) with effect from 01 August 2025 is mandatory under the ISI Mark Scheme. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 6913 (food and beverage tubes) or IS 17876:2022 (general-service welded tubes), as applicable to the end-use. Verify the CM/L number, licensed product scope, dimensional range, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024; Stainless Steel Pipes and Tubes QCO 2025 · S.O. 693(E) dated 10-02-2025
- 2Confirm that each consignment is accompanied by two test certificates: (a) a test certificate for the finished pipes and tubes bearing the ISI standard mark; and (b) a test certificate bearing the BIS standard mark for the input stainless steel material issued by the BIS-certified input-material manufacturer.Schedule 2 Serial No. 2 read with Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024
- 3Ensure every pipe and tube bears the ISI mark under CM/L licence per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself and not solely on packaging or documentation.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Steel and Steel Products Quality Control Order, 2024
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. - 5If the consignment is imported without BIS licence or certification, apply on the TCQCO portal for each consignment per the Ministry of Steel circular and confirm compliance with the Central Board of Indirect Taxes and Customs clarification. Note that bill-of-lading shipped-on-board dates on or before 31 March 2026 attract a temporary QCO exemption for ITC HS codes listed in Annexure I of the Ministry of Steel order.Ministry of Steel circular F.No.S-20011/14/2021-Tech dated 20-10-2023 · CBIC F.No.401/88/2023-CUS.III dated 09-11-2023 · Ministry of Steel order F.No.S-20011/15/2024-Tech-Part(2) dated 20-11-2025 · CBIC Instruction 16/25-CUS dated 18-06-2025 as modified by CBIC Instruction 23/25-CUS dated 15-07-2025
The most common error on this tariff line is treating it as a single-standard obligation and sourcing only against IS 6913, without recognising that IS 17876:2022 governs general-service welded stainless steel pipes and tubes with effect from 01 August 2025 under a separate Quality Control Order. A supplier with a CM/L against IS 6913 is not automatically covered for IS 17876:2022 product; scope and applicable standard must be matched to the declared end-use before the purchase order, not at the port. Failure to carry both required test certificates — for the finished product and for the input material — is an independent ground for consignment detention regardless of CM/L validity.
