Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 15155:2020 for bar or wire wrapped steel cylinder pipes with mortar lining and coating. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.IS 15155:2020 applicable on bar or wire wrapped steel cylinder pipes with mortar lining and coating including specials w.e.f. 27-03-2024 · ISI Mark Scheme under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every pipe bears the ISI mark and the supplier's CM/L number traceable to the licensed manufacturing facility. Marking must appear on the product itself and not solely on packaging or accompanying documentation.BIS (Conformity Assessment) Regulations, 2018 · Scheme-I marking format
- 3Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. The registration fee is ₹500 and the automatic registration number is valid for 75 days from issue; validity must not have lapsed on the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 4Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. - 5If the bill of lading carries a shipped-on-board date on or before 31 March 2026, verify whether the consignment qualifies for the Ministry of Steel time-limited import exemption under MoS Order F.No. S-20011/15/2024-Tech-Part(2) dated 20-11-2025 for ITC HS codes listed in Annexure I. Where exempt, retain documentary evidence of the exemption claim. The ISI mark obligation resumes in full for shipments outside this window.MoS Order F.No. S-20011/15/2024-Tech-Part(2) dated 20-11-2025 · Annexure I of the said Order
The single most common error on this tariff line is treating the Ministry of Steel time-limited shipped-on-board exemption as a permanent rescission of the BIS QCO. The exemption under MoS Order F.No. S-20011/15/2024-Tech-Part(2) is consignment-specific, date-conditional, and limited to ITC HS codes in Annexure I; importers who rely on it without checking the shipped-on-board date or Annexure I coverage import without a valid CM/L and face detention on arrival. Simultaneously, importers of octagonal steel lamp post columns attempting to classify them here should note that CBIC Circular 17/13-CUS dated 11-04-2013 directs classification to HSN 7308 90 90.
