Welded stainless steel tubes, pipes and hollow profiles
HSN 7306 11 00 (welded stainless steel tubes, pipes and hollow profiles) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 6913 (food and beverage industry tubes, effective 27 March 2024) and IS 17876:2022 (general-service welded stainless steel pipes and tubes, effective 01 August 2025) is mandatory under the ISI Mark Scheme pursuant to S.O. 3716(E) and S.O. 693(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 6913 (food and beverage tubes) or IS 17876:2022 (general-service welded pipes and tubes), as applicable to the product variant. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products QCO 2024 · S.O. 3716(E) dated 29-08-2024; Stainless Steel Pipes and Tubes QCO 2025 · S.O. 693(E) dated 10-02-2025
- 2Ensure each consignment is accompanied by two test certificates: one for the finished stainless steel pipes or tubes against the applicable IS, and one for the input stainless steel material bearing the BIS standard mark and issued by the BIS-certified input-material manufacturer. Both must travel with each consignment.Schedule 2, Serial No. 2 and Schedule 1 of the Steel and Steel Products QCO 2024 · S.O. 3716(E) dated 29-08-2024
- 3Confirm that goods and articles bear the ISI mark under CM/L licence in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The mark must appear on the product itself; consignments without the ISI mark are liable to detention at port.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 3716(E) dated 29-08-2024
- 4Register the consignment on the Steel Import Monitoring System portal no earlier than 60 days before the expected arrival date. Registration fee is ₹500; the automatic registration number is valid for 75 days. For consignments of steel intended for import without BIS licence or certification, apply on the TCQCO portal per Ministry of Steel circular dated 20-10-2023.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023; Ministry of Steel circular F.No. S-20011/14/2021-Tech dated 20-10-2023; CBIC F.No. 401/88/2023-CUS.III dated 09-11-2023
- 5Comply with CBIC Instruction 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction 23/2025-CUS dated 15-07-2025 on the Indian Standard of the respective input material. Quote the supplier's CM/L number and SIMS registration number on the bill of entry; customs verifies both in real time against the BIS register and SIMS portal.CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025; ITC HS Policy Condition 2 of Chapter 73
The critical and frequently overlooked complexity on this tariff line is the dual-IS structure: IS 6913 governs stainless steel tubes for food and beverage applications from 27 March 2024, while IS 17876:2022 governs general-service welded stainless steel pipes and tubes from 01 August 2025, under two separate QCOs. Importers who source against only one IS when their product scope falls under the other — or who import mixed-application consignments without confirming which IS covers each product variant — face scope-mismatch detention even where a valid CM/L is held. Additionally, the dual test-certificate requirement (finished product plus input material) is routinely underestimated; a consignment missing either certificate is detained regardless of CM/L validity.
