Compliance steps
  1. 1
Apply for SIMS registration through the DGFT online portal no earlier than the 60th day before the expected date of arrival of the consignment. Pay the registration fee of ₹500 and retain the automatic registration number, which remains valid for 75 days from the date of grant.

  2. 2
Note that the former requirement of submitting SIMS registration at least 15 days before the expected date of arrival has been abolished; however, registration must precede arrival. Re-imports of steel goods for packaging purposes only, and DTA-SEZ-DTA transfers (with or without value addition), are explicitly excluded from the SIMS requirement.

A word of counsel

The most common error on this tariff line is allowing the 75-day validity window of the SIMS registration to lapse between grant and actual consignment arrival — particularly on long-voyage or transhipment shipments where port arrival slips beyond the registration expiry date. A lapsed registration at the bill-of-entry stage results in consignment detention; re-registration is not retrospective, and demurrage accrues while the corrective application is processed through the DGFT online portal.

Frequently asked
Does HSN 7305 39 10 require BIS certification?
No, large-diameter welded iron pipes under this tariff line are not covered by any BIS Quality Control Order. Import is governed by the Steel Import Monitoring System administered by the Directorate General of Foreign Trade under policy condition no. 2 of Chapter 73 and DGFT Notification 33/2015-20.
Are re-imports of iron pipes for packaging purposes required to obtain SIMS registration?
No. Per DGFT Policy Circular 38/2015-20 dated 19-01-2022, re-imports of steel goods intended solely for packaging are excluded from SIMS, as are DTA-SEZ-DTA transfers regardless of whether value addition has occurred.
What happens if the SIMS registration number expires before the consignment arrives at the Indian port?
An expired SIMS registration number is treated as non-compliance at the bill-of-entry stage, exposing the consignment to detention; the 75-day validity runs from the date of grant and cannot be extended retrospectively, so departure scheduling must account for the full transit period.
