Longitudinally welded large-diameter iron pipes and tubes
HSN 7305 31 10 (longitudinally welded tubes and pipes of iron, external diameter exceeding 406.4 mm) is subject to compulsory advance registration under the Steel Import Monitoring System (SIMS) per policy condition 2 of Chapter 73, as notified by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 33/2015-20 dated 28-09-2020. An automatic SIMS registration number, valid for 75 days, must be obtained before the expected date of arrival of the consignment.
- SIMS registration number from DGFT
- Bill of entry declaration to CBIC
- ITC (HS) policy compliance from DGFT
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Apply for advance SIMS registration through the online Steel Import Monitoring System portal and obtain the automatic registration number by paying the registration fee of ₹500. The application may be submitted no earlier than 60 days before the expected date of arrival of the consignment, and the registration number remains valid for 75 days.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/23 dated 28-08-2023 · Policy condition 2 of Chapter 73
- 2Quote the SIMS automatic registration number on the bill of entry filed with the Central Board of Indirect Taxes and Customs (CBIC). Ensure the number remains within its 75-day validity window at the time of filing; an expired registration number results in a non-compliant bill of entry.DGFT Notification 28/23 dated 28-08-2023 · Policy condition 2 of Chapter 73
- 3Confirm whether the SIMS registration requirement applies to your specific transaction: re-imports of iron or steel solely for packaging purposes, and DTA-to-SEZ-to-DTA transfers (with or without value addition), are expressly excluded from SIMS registration under DGFT Policy Circular 38/2015-20 dated 19-01-2022.DGFT Policy Circular 38/2015-20 dated 19-01-2022
The most common error on this tariff line is misunderstanding the SIMS application window: registration can be sought no earlier than 60 days before the expected arrival date, yet must be in hand before the consignment arrives. Importers who apply too late or allow the 75-day validity to lapse before the vessel berths face a non-compliant bill of entry, potential detention, and the need to seek a fresh registration — which cannot be backdated.
