Iron casing pipes for oil and gas drilling
HSN 7305 20 10 (Of iron — casing used in drilling for oil or gas) requires compulsory advance registration under the Steel Import Monitoring System (SIMS) as a policy condition of Chapter 73, administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 33/2015-20 dated 28-09-2020. The importer must obtain an automatic SIMS registration number by paying a fee of ₹500 before the consignment arrives, with registration valid for 75 days.
- SIMS registration number from DGFT
- Registration fee receipt from DGFT
- Bill of entry declaration to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Register the import in the Steel Import Monitoring System online portal not earlier than 60 days before the expected date of arrival of the consignment. Pay the registration fee of ₹500 to obtain the automatic SIMS registration number, which is valid for 75 days from the date of grant.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/23 dated 28-08-2023 · Policy condition 2 of Chapter 73
- 2Quote the SIMS automatic registration number on the bill of entry at the time of customs clearance. The earlier requirement of a minimum 15-day advance registration window has been abolished; however, registration must be current (within the 75-day validity) at the time of arrival.DGFT Notification 19/2015-20 dated 07-07-2022 · DGFT Notification 28/23 dated 28-08-2023
The 75-day validity window is the most frequently mishandled element on this tariff line: importers who register at the earliest permitted point (60 days before expected arrival) gain only 15 days of buffer before expiry. A vessel delayed beyond the registration validity date requires a fresh SIMS registration before out-of-charge can be granted — customs will not accept an expired registration number, and the consignment will be detained pending re-registration.
